OTM Cyber was built with uncommon clarity of purpose. After seeing firsthand how exposed public safety agencies and critical infrastructure were to cyber disruption during a military exercise, founder Jamie Ginn recognized a gap too consequential to ignore and set out to close it. What followed was not the glorified archetypical startup launch, but a disciplined, mission-first effort built from the ground up through direct work with public safety agencies in Alabama and a level of personal sacrifice that reflected complete belief in the mission. Today, that same conviction has grown into a trusted cybersecurity partner operating nation wide, and securing networks that serve more than 30 million Americans. The KNIGHTs of OTM Cyber

KNIGHT is OTM Cyber's internal analyst development and certification standard, built to produce professionals who can operate with discipline in mission-critical environments. Rather than relying on generic credentials alone, OTM Cyber uses KNIGHT to train, evaluate, and advance analysts against a defined progression of technical skill, investigative judgment, communication quality, and operational accountability.

We built KNIGHT internally because public safety, government, and critical infrastructure environments demand more than baseline cybersecurity knowledge. They require analysts who can work methodically, document clearly, communicate calmly, and make sound decisions when time, consequence, and continuity all matter. KNIGHT was designed to turn those expectations into measurable standards through hands-on evaluation, mentor review, and clear performance gates at each stage of development.

Chris Tuliloa is the SOC Manager at OTM Cyber, where he leads the company's security operations center and plays a central role in protecting the public safety agencies, emergency services, and critical infrastructure organizations that depend on OTM Cyber every day. His work sits at the intersection of cybersecurity operations and mission-critical service delivery, with a consistent focus on building resilient defenses for the communities that need them most. Chris came to OTM Cyber with a background in cybersecurity, having previously with several security firms where he developed the technical foundation and operational instincts that would shape his approach to the field. When he joined OTM Cyber, he saw an opportunity to apply those skills in a space where the stakes are uniquely high, and where a network compromise doesn't just mean lost data, but can directly impact 911 call centers, first responders, and the people who rely on them in their worst moments. Since joining the team, Chris has been instrumental in building and growing OTM Cyber's SOC capability. Under his leadership, the SOC has remained the core pillar of the company's service delivery. What sets Chris apart is his commitment to the partner relationship. He approaches every engagement with the understanding that the organizations OTM Cyber serves are not just accounts, but are agencies and teams responsible for critical services. That perspective drives him to go beyond routine security operations, working closely with partners to understand their unique environments, anticipate their challenges, and deliver outcomes that genuinely strengthen their security posture. Today, Chris continues to lead OTM Cyber's SOC with the same sense of purpose that brought him to the company. As the threat landscape evolves and the demands on public safety organizations grow, he remains focused on ensuring that OTM Cyber's partners have a trusted partner watching their networks around the clock.

Cole Clemens is the Sales and Market Manager at OTM Cyber, where he has led the company’s sales function since joining in January 2021. With a background in marketing and business development, he brings a structured, partner-first approach to cybersecurity, helping organizations align security investments to real operational needs rather than one-size-fits-all solutions. Since joining OTM Cyber, Cole has helped grow and mature the sales team while expanding the company’s reach through practical, outcome-driven engagements. He works closely with partners to connect them with the right mix of services. He is known for translating technical capabilities into clear business value so stakeholders understand what is being protected, why it matters, and what success looks like. Cole’s focus is on scaling OTM Cyber’s sales operations and strategic partnerships across the United States and beyond. He approaches every relationship as a trust-based collaboration centered on resilience, responsiveness, and long-term security maturity.

Jamie Ginn

Jamie Ginn is the founder of OTM Cyber and has dedicated his career to helping public safety agencies, government organizations, and other mission-critical entities strengthen their ability to prevent, withstand, and recover from cyber disruption. His work has been shaped by an early understanding that cybersecurity is not only a technical issue, but an operational and public-safety issue, especially for organizations whose systems and services communities depend on every day. Before founding OTM Cyber, Jamie was part of the early Air Force cybersecurity community and worked near the front edge of cyber operations inside the Department of Defense. A defining moment came while supporting civil authorities during an exercise, where he saw firsthand how vulnerable emergency response and public-safety environments were from both a technology and knowledge standpoint. He also recognized the broader national-security implications. A successful attack against those systems could create cascading effects far beyond a single agency or jurisdiction. That realization became the foundation for OTM Cyber's mission. Jamie built OTM Cyber from the ground up with a direct focus on serving public safety and critical infrastructure. In the company's earliest days, he took a true grassroots approach, going directly to PSAPs in Alabama and working tirelessly to earn trust in a market that had long been underserved. What began as a mission-driven effort to close a visible gap has grown into a company supporting organizations across multiple states and helping secure networks that serve millions of Americans. As a founder and leader, Jamie has remained focused on practical outcomes for partners. His perspective is rooted in the belief that organizations in mission-critical environments need more than generic cybersecurity services. They need a trusted partner who understands the operational realities they face, helps them strengthen resilience before an incident occurs, and supports leadership in making sound decisions when the stakes are high. Today, Jamie continues to guide OTM Cyber with that same sense of purpose. Under his leadership, the company has expanded its reach, matured its capabilities, and maintained a clear commitment to protecting the systems, agencies, and communities that cannot afford unnecessary disruption.

Devin Lukomski

Devin Lukomski serves as President of OTM Cyber, where he leads with a clear focus on helping public safety agencies, government organizations, and other mission-critical entities strengthen resilience against cyber threats. Drawing on his military leadership background and deep understanding of operational risk, Devin works to ensure partners are not only better protected, but better prepared to make decisions, maintain continuity, and operate with confidence when conditions become difficult. Since joining OTM Cyber in 2022, Devin has helped guide the company through a period of significant growth, expanding its partner base, broadening its service offerings, and strengthening its role as a trusted cybersecurity partner. His leadership has helped OTM Cyber continue building solutions that meet organizations where they are, while supporting long-term readiness across the systems and environments they depend on most. Before entering the private sector, Devin served in the U.S. Army in a range of leadership roles, including as a Cyber and Electromagnetic Activities Chief advising commanders on cyberspace and electronic warfare capabilities. His military experience shaped his belief that effective leadership begins with preparation, accountability, and trust, and that strong outcomes depend on people having the clarity and confidence to act under pressure. Today, he brings that same mindset to supporting partners whose missions cannot afford unnecessary disruption. What drew Devin to OTM Cyber was its mission. The company's work in public safety and critical infrastructure aligned closely with his experience and sense of purpose, particularly the need to protect organizations that communities rely on every day. Under his leadership, that mission remains central: helping partners build stronger foundations, improve their cybersecurity posture, and approach risk as a leadership and continuity issue, not just a technical one.
